DIRECT ACCESS TO THE FLOOR: Some House committees can
bring particular types of proposals directly to the floor and
bypass the Rules Committee.
For example:
- APPROPRIATIONS COMMITTEE
- BUDGET COMMITTEE
- HOUSE ADMINISTRATION (election contests, House funding issues)
- RULES
- STANDARDS OF OFFICIAL CONDUCT

CALENDAR WEDNESDAY: On Wednesdays, House committees are
called in alphabetical order and can propose consideration of
legislation, which must be decided upon on that day.
