DIRECT ACCESS TO THE FLOOR: Some House committees can bring particular types of proposals directly to the floor and bypass the Rules Committee.

For example:

  • APPROPRIATIONS COMMITTEE
  • BUDGET COMMITTEE
  • HOUSE ADMINISTRATION (election contests, House funding issues)
  • RULES
  • STANDARDS OF OFFICIAL CONDUCT

CALENDAR WEDNESDAY: On Wednesdays, House committees are called in alphabetical order and can propose consideration of legislation, which must be decided upon on that day.
