Unit 4

Omnibus Legislation: A bill that combines a number of disparate subjects into one proposal.

Revenue Bill: Legislation providing for new taxes or tariffs. Article I, Section 7 of the Constitution reserves initial proposals to the House, although the Senate can amend them.
